Ryan's plan calls for the gradual raising of the eligibility age to 67 and giving those younger than 55 the chance to opt out of Medicare in exchange for participation in a federally supervised private voucher system. Obama would keep the current system essentially unchanged, but raise premiums or copays for the wealthy. Ryan's plan calls for no changes for anyone currently over the age of 55. 4.
