The Knicks would need about $13 million in cap room to give Chandler a four-year, $55.5 million deal.

Another option would be to send Billups to Dallas in a sign-and-trade deal for Chandler. But the Mavericks have no interest in such a deal, according to ESPN.com. Billups will almost certainly have to be unloaded through the amnesty provision.

The Knicks are also a contender to sign Phoenix’s Grant Hill, who is weighing offers from the Suns and the San Antonio Spurs.

No signings, trades or cuts can be made official until 2 p.m. Friday, when the N.B.A. officially reopens for business, following a 149-day lockout. Under league edict, no deals were supposed to be consummated until then.

A number of handshake deals were reached Thursday, however, even as owners and players were voting to ratify a new labor deal.

For a legally binding agreement to take hold

Todd D. Stern, the American climate change envoy, said that the United States would be happy to discuss a formal treaty and then spelled out his conditions, which also were not new and appeared to rule out any sort of deal like that envisioned by Mr. Xie.

For a legally binding agreement to take hold, “it’s going to be absolutely critical that it applies to all the major players, and China obviously is one of them,” Mr. Stern said at a briefing.

They have also made progress on programs to save tropical forests from clear-cutting, transfer clean-energy technology to emerging nations and refine systems for verifying that countries are taking steps to cut emissions.

The holy grail of these talks, a global treaty encompassing all nations and limiting temperature rise to 3.6 degrees Fahrenheit above pre-industrial levels, appears as elusive as ever.

Weary of the inconclusive jousting on a treaty with teeth, many delegates and observers say that small progress may not be a bad thing.

Elliot Diringer, executive vice president of the Center for Energy and Climate Solutions, a private research and advocacy group in Washington, said that while a legal treaty remained an important prod to action, it should not get in the way of more immediate steps.

Though it was lacking in specific new policy prescriptions, the hourlong speech, and the days of buildup that preceded it, marked the president’s starkest attack on what he described as the “breathtaking greed” that contributed to the economic turmoil still reverberating around the nation. At one point, he noted that the average income of the top 1 percent — adopting the marker that has been the focus of the Occupy movement — has gone up by more than 250 percent, to $1.2 million a year.

The new tack reflected a decision by the White House and the president’s campaign aides that — with the economic recovery still lagging and Republicans in Congress continuing to oppose the president’s jobs proposals — the best course for Mr. Obama is to try to present himself as the defender of working-class Americans and Republicans as defenders of a small elite.

Republicans, though, portrayed the visit as an effort by the president to paper over his failed stewardship of the national economy. Though unemployment levels dropped to 8.6 percent last month, they remain higher than the level at which any president has been re-elected since the Great Depression.

Mitt Romney, one of the contenders for the Republican presidential nomination, dismissed the president’s address. “I thought, ‘In what way is he like Teddy Roosevelt?’ ” Mr. Romney said. “Teddy Roosevelt founded the Bull Moose Party. “Fewer and fewer of the folks who contributed to the success of our economy actually benefited from that success,” he said. “Those at the very top grew wealthier from their incomes and investments than ever before. But everyone else struggled with costs that were growing and paychecks that weren’t — and too many families found themselves racking up more and more debt.”

Mr. Obama sought to pre-empt a Republican response that he was engaging in class warfare. “This isn’t about class warfare,” he said. “This is about the nation’s welfare.”

The visit was unusual for its setting in a state that he lost decisively despite his own family roots — his mother was born in Kansas. The vast majority of his visits as president have been to swing states like Pennsylvania that are expected to play an important role in next year’s election. (Kansas does share a media market with Missouri, which Mr. Obama narrowly lost in 2008.)

But it was here, 101 years ago, that Theodore Roosevelt laid the intellectual framework for his unsuccessful bid for a third term after leaving the Republican party. That speech, which Mr. Obama referred to repeatedly, touched on many of the same themes — often in similar language — like concentration of wealth and the need for government to ensure a level playing field. Central to progress, Mr. Roosevelt said, was the conflict between “the men who possess more than they have earned and the men who have earned more than they possess.”

A whopping 58 percent in the NBC/Marist poll said Gingrich is both the most knowledgeable about the world and the most experienced, striking figures for a leading candidate in a time when the anti-Washington, anti-government forces are running deep in Republican politics.

Those figures in particular are difficult for Romney, said Lee Miringoff, the director of the Marist Institute for Public Opinion.

“Gingrich really gets to the core of the Romney rationale, which has been experience and electability,” he said. “Those are the numbers that have changed the most for Romney since October.”

But there’s room for those reservations to grow. The NBC/Marist poll asked Iowans it would be acceptable for the GOP nominee to have earned “earned millions of dollars advising Freddie Mac,” as Gingrich did. It found 56 percent of Iowa Republicans surveyed said no. Another 47 percent said it would not be acceptable for the nominee to support “limited amnesty for some illegal immigrants,” as Gingrich’s rivals have portrayed his position.

And if Gingrich collapses, like others did before him, the NBC/Marist poll showed Romney’s the one who stands to benefit. He’s the second choice for more would-be Gingrich voters in Iowa and New Hampshire than any other candidate.

Which, taken together with the fluidity of the race to date, may be why the Romney campaign says it’s unfazed by the latest numbers. Asked how the campaign will react to the polls that show Romney falling into second place behind Gingrich, a campaign adviser e-mailed: “Patience. Discipline. Men - moncler jackets Organization. That raised fears of a global credit crunch of the type

After huge gains this week, Britain’s FTSE 100 closed down 0.3 percent at 5,489.34. Germany’s DAX fell 0.9 percent to 6,035.88 and France’s CAC-40 ended 0.8 percent lower at 3,129.95.

In the United States, the markets were down modestly after enjoying Wednesday the best day in two and a half years.

The Dow Jones industrial average was 0.4 percent lower at 11,994.60, while the Standard & Poor’s 500 lost 0.4 percent to 1,242.41 as investors brushed off a rise in jobless claims. The number of Americans applying for the benefits last week rose for the second straight week, indicating that the economic recovery is still slow and uneven.

Benchmarks in Australia, India, Singapore and Taiwan all rose more than 2 percent. In mainland China, the benchmark Shanghai Composite Index gained 2.3 percent to 2,386.86.

The action late Wednesday by the Chinese central bank signaled a key change in monetary policy and pushed shares of Chinese banks up.

By easing reserve requirements, the Chinese central bank made available some 350 billion yuan ($55 billion) that otherwise would have been locked up in reserves.
